The Russian parliament has enacted a law regulating the use of physical force and non-lethal weapons against inmates of correctional facilities.
Ernest Valeev, chief of the Security and Anti-Graft Committee, has explained that the document stipulates a ban on the use of weapons, either lethal or non-lethal, or physical force against inmates. The ban extends to situations when an inmate steps out of line. According to Ernest Valeev, the new law will protect prisoners’ rights against unprovoked violence. In addition to the ban to use physical force, prison guards will be prohibited from openly carrying weapons during shifts.
Use of weapons will be authorized only in cases where a prison guard’s life is under threat.
